 Ruthanne Miller, formerly Chair of the District of Columbia Board of Zoning Adjustment (BZA), concentrates her practice on zoning and land use issues in the District of Columbia. She brings a unique perspective to zoning practice from her recent tenure on the BZA (2003 - 09), where she deliberated on nearly one thousand applications for special exceptions and variances from the zoning regulations and appeals of decisions of the Zoning Administrator.
Ruthanne’s practice focuses on matters within the jurisdiction of the BZA, including additions to private homes, location and expansion of schools and child development centers, obstacles confronting restaurants and small businesses, including issues arising in the neighborhood commercial overlay districts, appeals of Zoning Administrator decisions, and any other issues governed by the Zoning Regulations. Her practice extends to zoning matters under the jurisdiction of the Zoning Commission and land use issues under the jurisdiction of other District of Columbia governmental bodies.
Ruthanne represents homeowners, businesses, and institutions who wish to seek relief under land use laws and regulations, as well as those who may be adversely impacted by a proposed development.
Trained as a civil litigator in the District of Columbia Office of the Attorney General, she advocated for ten years on behalf of the city on a wide range of legal issues, including negligence, breach of contract, housing, and review of agency decisions. She also advised city officials on environmental, transportation, procurement, and leasing matters.
Ruthanne has a seasoned appreciation of community concerns with regard to land use matters from her experience prior to her service on the BZA as a member and Chair of an Advisory Neighborhood Commission (ANC) and her involvement in other civic organizations. She is currently a member of the city’s Zoning Review Task Force that is working with the Office of Planning and the Office of Zoning in comprehensively evaluating and modernizing the District’s current Zoning Regulations for the first time in over fifty years.
