Marty Sullivan heads the Zoning and Land Use practice at Sullivan & Barros, LLP. Marty’s practice is focused exclusively on District of Columbia zoning, land use, and related regulatory matters related to the development and use of property. He represents developers, institutions, homeowners, retailers, restaurateurs, and other property owners in the District, assisting these clients in enhancing or protecting their valuable real property interests. Marty has represented numerous clients before the Board of Zoning Adjustment (BZA), securing special exceptions and variances, and prosecuting and defending appeals of Zoning Administrator decisions. Marty also represents clients in appeals from BZA and Zoning Commission decisions before the D.C. Court of Appeals.
Marty assists clients with entitlement issues before the Department of Consumer and Regulatory Affairs and other D.C. agencies, and has key relationships with outstanding permit expediters that can ably navigate the District’s permitting maze. Marty works closely with architects, contractors, engineers, and other such professionals in BZA cases and related property issues. He has handled Public Space Committee hearings, Mayor’s Agent hearings, and administrative hearings before the Office of Administrative Hearings. Marty also advises clients generally on zoning and entitlement matters, preparing zoning analyses and opinions, and working closely with clients to create innovative solutions to maximize a client’s return on, and enjoyment of, their properties. He also handles property disputes involving boundary disputes, easements, covenants, and related matters.
Marty gained his zoning expertise as part of the esteemed zoning practices at Shaw Pittman LLP and Wilkes Artis, Chartered, and he also spent 3 years as General Counsel for a regional homebuilder. He has been working on D.C. zoning matters since 1998. Prior to becoming an attorney, Marty was a certified public accountant working for a prominent local developer.
